13         Senate Amendment (with title amendment) 

14         On page 139, line 23, through

15            page 140, line 25, delete those lines

16

17  and insert:

18         Section 80.  Subsection (1) of section 553.842, Florida

19  Statutes, is amended to read:

20         553.842  Product evaluation and approval.--

21         (1)  The commission shall make recommendations to the

22  Legislature by February 1, 2001, for a statewide may adopt

23  rules pursuant to ss. 120.536(1) and 120.54 to develop and

24  implement a product evaluation and approval system to operate

25  in coordination with the Florida Building Code.  The product

26  evaluation and approval system shall provide:

27         (a)  Appropriate promotion of innovation and new

28  technologies.

29         (b)  Processing submittals of products from

30  manufacturers in a timely manner.

31         (c)  Independent, third-party qualified and accredited

 1  testing and laboratory facilities.

 2         (d)  An easily accessible product acceptance list to

 3  entities subject to the Florida Building Code.

 4         (e)  Development of stringent but reasonable testing

 5  criteria based upon existing consensus standards, when

 6  available, for products.

 7         (f)  Long-term approvals, where feasible.

 8         (g)  Recall or revocation of a product approval.

 9         (h)  Cost-effectiveness.
