11  Senator Clary moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 159, line 25, through page 160, line 19, delete

15  those lines

16

17  and insert:

18         (5)  For areas of the state not within the high

19  velocity hurricane zone, the commission shall adopt, pursuant

20  to s. 553.73, Florida Statutes, the wind protection

21  requirements of the American Society of Civil Engineers,

22  Standard 7, 1998 edition as implemented by the International

23  Building Code, 2000 edition, and as modified by the commission

24  in its February 15, 2000, adoption of the Florida Building

25  Code for rule adoption by reference in Rule 9B-3.047, Florida

26  Administrative Code. However, from the eastern border of

27  Franklin County to the Florida-Alabama line, only land within

28  1 mile of the coast shall be subject to the windborne-debris

29  requirements adopted by the commission. The exact location of

30  wind speed lines shall be established by local ordinance,

31  using recognized physical landmarks such as major roads,

 1  canals, rivers, and lake shores, wherever possible. Buildings

 2  constructed in the windborne debris region must be either

 3  designed for internal pressures that may result inside a

 4  building when a window or door is broken or a hole is created

 5  in its walls or roof by large debris, or be designed with

 6  protected openings. Except in the high velocity hurricane

 7  zone, local governments may not prohibit the option of

 8  designing buildings to resist internal pressures.

13         On page 14, lines 9 and 10, delete the words

14  "establishing the windborne debris region for the state;"

16  and insert:

17         requiring the commission to adopt certain wind
