2 An act relating to license plates; amending s.
3 320.089, F.S.; providing for the issuance of
4 free Purple Heart license plates to certain
5 applicants; providing for validation stickers;
6 providing for a service charge; providing for
7 renewal; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (1) of section 320.089, Florida
12 Statutes, is amended to read:
13 320.089 Members of National Guard and active United
14 States Armed Forces reservists; former prisoners of war;
15 survivors of Pearl Harbor; Purple Heart medal recipients;
16 special license plates; fee.--
17 (1)(a) Each owner or lessee of an automobile or truck
18 for private use or recreational vehicle as specified in s.
19 320.08(9)(c) or (d), which is not used for hire or commercial
20 use, who is a resident of the state and an active or retired
21 member of the Florida National Guard, a survivor of the attack
22 on Pearl Harbor, a recipient of the Purple Heart medal, or an
23 active member of any branch of the United States Armed Forces
24 Reserve shall, upon application to the department, accompanied
25 by proof of active membership or retired status in the Florida
26 National Guard, proof of membership in the Pearl Harbor
27 Survivors Association or proof of active military duty in
28 Pearl Harbor on December 7, 1941, proof of being a Purple
29 Heart medal recipient, or proof of active membership in any
30 branch of the Armed Forces Reserve, and upon payment of the
31 license tax for the vehicle as provided in s. 320.08, be

1 issued a license plate as provided by s. 320.06, upon which,
2 in lieu of the serial numbers prescribed by s. 320.06, shall
3 be stamped the words "National Guard," "Pearl Harbor
4 Survivor," "Combat-wounded veteran," or "U.S. Reserve," as
5 appropriate, followed by the serial number of the license
6 plate. Additionally, the Purple Heart plate may have the words
7 "Purple Heart" stamped on the plate and the likeness of the
8 Purple Heart medal appearing on the plate.
9 (b) One free Purple Heart plate shall be issued to a
10 qualified applicant under this subsection as follows:
11 1. With the issuance of each new permanent Purple
12 Heart motor vehicle license plate, the department shall
13 initially issue, without cost to the applicant, a validation
14 sticker reflecting the owner's birth month and a serially
15 numbered validation sticker reflecting the year of expiration.
16 The initial sticker reflecting the year of expiration may not
17 exceed 15 months.
18 2. There shall be a service charge in accordance with
19 the provisions of s. 320.04 for each initial application or
20 renewal of registration and an additional sum of 50 cents on
21 each license plate and validation sticker as provided in s.
22 320.06(3)(b).
23 3. Registration under this section shall be renewed
24 annually during the applicable renewal period on forms
25 prescribed by the department.
26 Section 2. This act shall take effect July 1, 2000.
