4     Remove everything after the resolving clause and insert:
5     That the amendment to Section 5 of Article XI and the
6creation of Section 26 of Article XII of the State Constitution
7is agreed to and shall be submitted to the electors of this
8state for approval or rejection at the next general election or
9at an earlier special election specifically authorized by law
10for that purpose:

ARTICLE XI

AMENDMENTS
13     SECTION 5.  Amendment or revision election.--
14     (a)  A proposed amendment to or revision of this
15constitution, or any part of it, shall be submitted to the
16electors at the next general election held more than ninety days
17after the joint resolution or report of revision commission,
18constitutional convention or taxation and budget reform
19commission proposing it is filed with the custodian of state
20records, unless, pursuant to law enacted by the affirmative vote
21of three-fourths of the membership of each house of the
22legislature and limited to a single amendment or revision, it is
23submitted at an earlier special election held more than ninety
24days after such filing.
25     (b)  A proposed amendment or revision of this constitution,
26or any part of it, by initiative shall be submitted to the
27electors at the general election provided the initiative
28petition is filed with the custodian of state records no later
29than February 1 of the year in which the general election is
30held.
31     (c)  The legislature shall provide by general law, prior to
32the holding of an election pursuant to this section, for the
33provision of a statement to the public regarding the probable
34financial impact of any amendment proposed by initiative
35pursuant to section 3.
36     (d)  Once in the tenth week, and once in the sixth week
37immediately preceding the week in which the election is held,
38the proposed amendment or revision, with notice of the date of
39election at which it will be submitted to the electors, shall be
40published in one newspaper of general circulation in each county
41in which a newspaper is published.
42     (e)  Unless otherwise specifically provided for elsewhere
43in this constitution, if the proposed amendment or revision is
44approved by vote of at least sixty percent of the electors
45voting on the measure, it shall be effective as an amendment to
46or revision of the constitution of the state on the first
47Tuesday after the first Monday in January following the
48election, or on such other date as may be specified in the
49amendment or revision.

SCHEDULE
52     SECTION 26.  Approval of constitutional amendments and
53revisions.--The amendment to Section 5 of Article XI, requiring
54a vote of at least sixty percent of the electors voting on the
55measure for the approval of a proposed amendment to or revision
56of this constitution, shall take effect upon approval by the
57electors.
58     BE IT FURTHER RESOLVED that the title and substance of the
59amendment proposed herein shall appear on the ballot as follows:

REQUIRING BROADER PUBLIC SUPPORT FOR

CONSTITUTIONAL AMENDMENTS OR REVISIONS
62     Proposes an amendment to Section 5 of Article XI and the
63creation of Section 26 of Article XII of the State Constitution
64to require that any proposed amendment to or revision of the
65State Constitution, whether proposed by the Legislature, by
66initiative, or by any other method, must be approved by at least
6760 percent of the voters of the state voting on the measure,
68rather than by a simple majority, and to provide that the
69amendment to Section 5 of Article XI shall effect upon approval
70by the electors. The amendment to Section 5 of Article XI would
71not change the current requirement that a proposed
72constitutional amendment imposing a new state tax or fee be
73approved by at least 2/3 of the voters of the state voting in
74the election in which such an amendment is considered.

79A joint resolution proposing an amendment to Section 5 of
80Article XI and the creation of Section 26 of Article XII
81of the State Constitution to require that any proposed
82amendment to or revision of the State Constitution be
83approved by at least 60 percent of the electors voting on
84the measure, rather than a simple majority, and to provide
85for the amendment to Section 5 of Article XI to take
86effect upon approval by the electors.
