House Joint Resolution
2A joint resolution proposing the creation of Section 28 of
3Article I of the State Constitution, relating to
4guaranteeing the right to vote by secret ballot.

6Be It Resolved by the Legislature of the State of Florida:

8     That the following creation of Section 28 of Article I of
9the State Constitution is agreed to and shall be submitted to
10the electors of this state for approval or rejection at the next
11general election or at an earlier special election specifically
12authorized by law for that purpose:

ARTICLE I

DECLARATION OF RIGHTS
15     SECTION 28.  Fundamental right to vote by secret
16ballot.--The right of individuals to vote by secret ballot is
17fundamental. Where local, state, or federal law requires
18elections by the people for public office, requires public votes
19by the people on initiatives or referenda, or requires
20designations or authorizations of employee representation, the
21right of individuals to vote by secret ballot shall be
22guaranteed.
23     BE IT FURTHER RESOLVED that the following statement be
24placed on the ballot:

ARTICLE I, SECTION 28
27     GUARANTEEING THE RIGHT TO VOTE BY SECRET BALLOT.--Proposing
28an amendment to the State Constitution to declare that the right
29of individuals to vote by secret ballot is fundamental and,
30where local, state, or federal law requires elections by the
31people for public office, requires public votes by the people on
32initiatives or referenda, or requires designations or
33authorizations of employee representation, to guarantee the
34right of individuals to vote by secret ballot.
