       The Committee on Commerce (Detert) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 377.807, Florida Statutes, is created to
    6  read:
    7         377.807Energy-efficient appliance rebate program.—The
    8  Florida Energy and Climate Commission is authorized to develop
    9  and administer a consumer rebate program for residential Energy
   10  Star appliances, consistent with 42 U.S.C. s. 15821 and any
   11  federal agency guidance or regulations issued in furtherance of
   12  federal law. The commission may adopt rules pursuant to ss.
   13  120.536(1) and 120.54 concerning program provisions deemed by
   14  federal law to be within the discretion of the commission,
   15  consistent with 42 U.S.C. s. 15821 and any subsequent
   16  implementing federal regulations or guidance. The commission is
   17  authorized to enter into contracts or memoranda of agreement
   18  with other agencies of the state, public-private partnerships,
   19  or other arrangements such that the most efficient means of
   20  administering consumer rebates can be achieved.
   21         Section 2. This act shall take effect July 1, 2009.

   25         Delete everything before the enacting clause
   26  and insert:
   27                        A bill to be entitled                      
   28         An act relating to the energy-efficient appliance
   29         rebate program; creating s. 377.807, F.S.; authorizing
   30         the Florida Energy and Climate Commission to develop
   31         and administer the program; authorizing the commission
   32         to adopt rules; providing for the commission to enter
   33         into contracts or memoranda of agreement with other
   34         state agencies or partnerships; providing an effective
   35         date.
