       The Committee on Commerce (Gelber) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 330 - 332
    4  and insert:
    5  property shall be paid by the licensee to the motor vehicle
    6  dealer upon and simultaneously with within 60 days after the
    7  tender of inventory and other items, provided that if the dealer
    8  does not have has clear title
