    1                        A bill to be entitled                      
    2         An act relating to the Medicaid Buy-in Program for
    3         Persons with Disabilities; requiring the Secretary of
    4         Health Care Administration, the Secretary of Children
    5         and Family Services, the Executive Director of the
    6         Agency for Persons with Disabilities, and the Director
    7         of the Division of Vocational Rehabilitation to
    8         convene a work group to plan for a Medicaid Buy-in
    9         Program for Persons with Disabilities; requiring a
   10         report to the Legislature; providing an effective
   11         date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. The Secretary of Health Care Administration, the
   16  Secretary of Children and Family Services, the Executive
   17  Director of the Agency for Persons with Disabilities, and the
   18  Director of the Division of Vocational Rehabilitation shall
   19  jointly convene a work group to plan for a Medicaid Buy-in
   20  Program for Persons with Disabilities. The work group shall
   21  consist of staff from each agency who have appropriate expertise
   22  in the needs of the disabled and the provision of services
   23  thereto. The work group shall prepare a report to the
   24  Legislature which shall be due by December 1, 2009. The report
   25  shall include an assessment of the most efficient and cost
   26  effective means of implementing and administering a Medicaid
   27  Buy-in Program for Persons with Disabilities and include, at a
   28  minimum, the following information:
   29         (1)Data on the number and characteristics of disabled
   30  persons to whom the buy-in program could be offered;
   31         (2)A description of the services to be offered under the
   32  program;
   33         (3)Proposed premiums to be charged and the basis therefor;
   34         (4)Costs to the state Medicaid program of extending
   35  coverage through a Medicaid buy-in program, including costs of
   36  administration of the buy-in program;
   37         (5)A recommendation on how and by which entity the
   38  Medicaid buy-in program should be administered; and
   39         (6)Legislation for consideration during the 2010 Regular
   40  Session of the Legislature to implement the recommendations of
   41  the report.
   42         Section 2. This act shall take effect July 1, 2009.
