       The Committee on Transportation and Economic Development
       Appropriations (Storms) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 187 - 191
    4  and insert:
    5         Section 8. Section 106.341, Florida Statutes, is created to
    6  read:
    7         106.341Expenditure limits.—
    8         (1)Any candidate for Governor, Lieutenant Governor, or
    9  Cabinet officer who requests contributions from the Election
   10  Campaign Financing Trust Fund shall limit his or her total
   11  expenditures as follows:
   12         (a)Governor or Lieutenant Governor: $5 million.
   13         (b)Cabinet officer: $2 million.
   14         (2)The expenditure limit for any candidate who has primary
   15  election opposition only is 60 percent of the limit provided in
   16  subsection (1).
   17         (3)The expenditure limit shall be adjusted quadrennially
   18  by the Secretary of State to reflect the rate of inflation or
   19  deflation as indicated in the Consumer Price Index for All Urban
   20  Consumers, U.S. City Average, All Items, 1967=100, or successor
   21  reports as reported by the Bureau of Labor Statistics of the
   22  United States Department of Labor.
   23         (4)As used in this section, the term “expenditure” does
   24  not include the payment of compensation for legal and accounting
   25  services rendered on behalf of a candidate.
   26         Section 9. Sections 1 through 7 of this act shall take
   27  effect on the effective date of Senate Joint Resolution 566, or
   28  a similar joint resolution having substantially the same
   29  specific intent and purpose, if that joint resolution is
   30  approved by the electors at the general election to be held in
   31  November 2010, and section 8 of this act shall take effect upon
   32  becoming a law.

   37  and insert:
   38         Constitution; creating s. 106.341, F.S.; providing
   39         expenditure limits for certain candidates for
   40         statewide office; providing contingent effective
   41         dates.
