       Senator Smith moved the following:
       
    1         Senate Amendment (with directory and title amendments)

    3         Between lines 238 and 239
    4  insert:
    5         (5) The State Office on Homelessness, with the concurrence
    6  of the Council on Homelessness, may administer moneys
    7  appropriated to it to provide homeless housing assistance grants
    8  annually to lead agencies for local homeless assistance
    9  continuum of care, as recognized by the State Office on
   10  Homelessness, to acquire, construct, or rehabilitate
   11  transitional or permanent housing units for homeless persons.
   12  These moneys shall consist of any sums that the state may
   13  appropriate, as well as money received from donations, gifts,
   14  bequests, or otherwise from any public or private source, which
   15  money is intended to acquire, construct, or rehabilitate
   16  transitional or permanent housing units for homeless persons.
   17         (a) Grant applicants shall be ranked competitively.
   18  Preference must be given to applicants who leverage additional
   19  private funds and public funds, particularly federal funds
   20  designated for the acquisition, construction, or and
   21  rehabilitation of transitional or permanent housing for homeless
   22  persons;, who acquire, build, or rehabilitate the greatest
   23  number of units;, and who acquire, build, or rehabilitate in
   24  catchment areas having the greatest need for housing for the
   25  homeless relative to the population of the catchment area.
   26         (b) Funding for any particular project may not exceed
   27  $750,000.
   28         (c) Projects must reserve, for a minimum of 10 years, the
   29  number of units acquired, constructed, or rehabilitated through
   30  homeless housing assistance grant funding to serve persons who
   31  are homeless at the time they assume tenancy.
   32         (d) No more than two grants may be awarded annually in any
   33  given local homeless assistance continuum of care catchment
   34  area.
   35         (e) A project may not be funded which is not included in
   36  the local homeless assistance continuum of care plan, as
   37  recognized by the State Office on Homelessness, for the
   38  catchment area in which the project is located.
   39         (f) The maximum percentage of funds that the State Office
   40  on Homelessness and each applicant may spend on administrative
   41  costs is 5 percent.

   58         Children and Family Services, to acquire transitional
   59         or permanent housing units for homeless persons;
   60         revising the date of an annual report;
