Sentencing of Inmates; Creates reentry program for nonviolent offenders to divert them from long periods of incarceration; requires intensive substance abuse treatment & rehabilitative program; provides for minimum length of service in program; specifies eligibility criteria; directs DOC to obtain sentencing court approval before placement; requires DOC to notify state attorney & authorizes state attorney to object to placement, etc.
