       The Committee on Budget (Flores) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 846 and 847
    4  insert:
    5         Section 20. Paragraph (d) of subsection (2) of section
    6  395.4025, Florida Statutes, is amended to read:
    7         395.4025 Trauma centers; selection; quality assurance;
    8  records.—
    9         (2)
   10         (d)1. Notwithstanding other provisions in this section, the
   11  department may grant up to an additional 18 months to a hospital
   12  applicant that is unable to meet all requirements as provided in
   13  paragraph (c) at the time of application if the number of
   14  applicants in the service area in which the applicant is located
   15  is equal to or less than the service area allocation, as
   16  provided by rule of the department. An applicant that is granted
   17  additional time pursuant to this paragraph shall submit a plan
   18  for departmental approval which includes timelines and
   19  activities that the applicant proposes to complete in order to
   20  meet application requirements. Any applicant that demonstrates
   21  an ongoing effort to complete the activities within the
   22  timelines outlined in the plan shall be included in the number
   23  of trauma centers at such time that the department has conducted
   24  a provisional review of the application and has determined that
   25  the application is complete and that the hospital has the
   26  critical elements required for a trauma center. If construction
   27  related to a critical element is delayed as a result of
   28  governmental action or inaction with respect to regulations or
   29  permitting, and a hospital applicant has demonstrated that it
   30  has made a good faith effort to comply with the applicable
   31  regulations or obtain the required permits, the department shall
   32  grant a hospital applicant that has received an additional 18
   33  months pursuant to this paragraph up to two additional 6-month
   34  extensions to meet all requirements as provided in paragraph
   35  (c).
   36         2. Timeframes provided in subsections (1)-(8) shall be
   37  stayed until the department determines that the application is
   38  complete and that the hospital has the critical elements
   39  required for a trauma center.
