    1                        A bill to be entitled                      
    2         An act relating to temporary certificates for
    3         physicians practicing in areas of critical need;
    4         amending ss. 458.315 and 459.0076, F.S.; naming the
    5         temporary certificates issued to physicians who
    6         practice in areas of critical need after Rear Admiral
    7         LeRoy Collins, Jr.; providing an effective date.

    9         WHEREAS, Rear Admiral LeRoy Collins, Jr., U.S. Navy
   10  Reserve, Retired, was a fifth-generation Floridian from a family
   11  dedicated to public service, and Admiral Collins furthered such
   12  dedication through his years of public service to the State of
   13  Florida and the United States of America, and
   14         WHEREAS, Rear Admiral LeRoy Collins, Jr., was a Naval
   15  Academy graduate and served in the United States Navy and Navy
   16  Reserve for 34 years, retiring as a two-star Admiral, and
   17         WHEREAS, Rear Admiral LeRoy Collins, Jr., in his service as
   18  the Executive Director of the Florida Department of Veterans’
   19  Affairs, recognized the valuable resource of Florida’s military
   20  veterans to this state and diligently pursued efforts to use the
   21  valuable skills provided by Florida’s military veterans, and
   22         WHEREAS, Rear Admiral LeRoy Collins, Jr., recognized the
   23  fact that, as this state’s population grows and continues to
   24  age, retired physicians, particularly those retiring from the
   25  armed services, might serve to enhance access to health care,
   26  particularly for underserved populations and geographic areas in
   27  critical need of health care services, and
   28         WHEREAS, the leadership of Rear Admiral LeRoy Collins, Jr.,
   29  brought together diverse interested parties, creating an avenue
   30  for this state to more effectively recognize and use the
   31  potential assets provided by retired physicians, particularly
   32  military physicians, to help meet this state’s need for more
   33  physicians to serve underserved populations and serve in
   34  geographic areas in critical need of health care services, NOW,
   35  THEREFORE,

   37  Be It Enacted by the Legislature of the State of Florida:
   38  
   39         Section 1. Present subsections (1) through (4) of section
   40  458.315, Florida Statutes, are renumbered as subsections (2)
   41  through (5), respectively, and a new subsection (1) is added to
   42  that section, to read:
   43         458.315 Temporary certificate for practice in areas of
   44  critical need.—
   45         (1) A certificate issued pursuant to this section may be
   46  cited as the Rear Admiral LeRoy Collins, Jr., Temporary
   47  Certificate for Practice in Areas of Critical Need.
   48         Section 2. Present subsections (1) through (4) of section
   49  459.0076, Florida Statutes, are renumbered as subsections (2)
   50  through (5), respectively, and a new subsection (1) is added to
   51  that section, to read:
   52         459.0076 Temporary certificate for practice in areas of
   53  critical need.—
   54         (1) A certificate issued pursuant to this section may be
   55  cited as the Rear Admiral LeRoy Collins, Jr., Temporary
   56  Certificate for Practice in Areas of Critical Need.
   57         Section 3. This act shall take effect July 1, 2011.
