       The Committee on Budget (Altman) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 219 - 221
    4  and insert:
    5  resources other than solar energy. If a provider opts to develop
    6  renewable energy pursuant to this subsection, at least 20
    7  percent of the total capacity for which a provider is permitted
    8  to recover costs in any calendar year under this subsection must
    9  be purchased renewable energy from a generating facility located
   10  in the state.

   14  insert:
   15         (k) Each provider shall purchase renewable energy pursuant
   16  to a standard form contract for the purchase of renewable energy
   17  from different types of renewable energy facilities located in
   18  the state.
   19         1. The price paid for renewable energy purchased through a
   20  standard form contract shall be expressed in a levelized, or
   21  constant, price per kilowatt hour for the term of the contract.
   22  The price shall be fair and reasonable as determined by the
   23  commission and is deemed prudent for the purposes of cost
   24  recovery.
   25         2. The commission shall set the terms and conditions of the
   26  standard form contract before such contract may be issued.
   27         3. The commission shall set the term of a minimum of 20
   28  years and a maximum of 30 years for the standard form contract.
