3     Amendment (with directory and title amendments)
4     Between lines 458 and 459, insert:
5     (s)  A character-development program in the elementary
6schools, similar to Character First or Character Counts, which
7is secular in nature. Beginning in school year 2004-2005, the
8character-development program shall be required in kindergarten
9through grade 12. Each district school board shall develop or
10adopt a curriculum for the character-development program that
11shall be submitted to the department for approval. The
12character-development curriculum shall stress the qualities of
13patriotism; responsibility; citizenship; kindness; respect for
14authority, life, liberty, and personal property; honesty;
15civility; charity; self-control; racial, ethnic, and religious
16tolerance; and cooperation.
