    1                        A bill to be entitled                      
    2         An act relating to service of process; amending s.
    3         48.031, F.S.; specifying where a process server must
    4         record certain information concerning service;
    5         granting authorized process servers unannounced access
    6         to specified residential areas where a defendant or
    7         witness resides or is known to be; amending s. 48.29,
    8         F.S.; conforming provisions to changes made by the
    9         act; providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Subsection (5) of section 48.031, Florida
   14  Statutes, is amended, and subsection (7) is added to that
   15  section, to read:
   16         48.031 Service of process generally; service of witness
   17  subpoenas.—
   18         (5) A person serving process shall place, on the front page
   19  of the copy served, the date and time of service and his or her
   20  identification number and initials for all service of process.
   21         (7) A person authorized to serve process shall be granted
   22  unannounced access to the common areas, both general and
   23  limited, of condominiums, gated communities, or any secured
   24  residential areas where a defendant or witness resides or is
   25  known to be.
   26         Section 2. Subsection (6) of section 48.29, Florida
   27  Statutes, is amended to read:
   28         48.29 Certification of process servers.—
   29         (6) A certified process server shall place the information
   30  provided in s. 48.031(5) on the front page of the copy served.
   31  Return of service shall be made by a certified process server on
   32  a form which has been reviewed and approved by the court.
   33         Section 3. This act shall take effect July 1, 2011.
