A bill to be entitled
2An act relating to student safety; amending s. 1006.07,
3F.S.; requiring district school board policies to list the
4emergency response agencies that are responsible for
5notifying the school district of emergencies; amending s.
61002.42, F.S.; requiring the emergency response agencies
7to notify private schools in the school district under
8certain circumstances; providing an effective date.

10Be It Enacted by the Legislature of the State of Florida:
11
12     Section 1.  Subsection (4) of section 1006.07, Florida
13Statutes, is amended to read:
14     1006.07  District school board duties relating to student
15discipline and school safety.-The district school board shall
16provide for the proper accounting for all students, for the
17attendance and control of students at school, and for proper
18attention to health, safety, and other matters relating to the
19welfare of students, including:
20     (4)  EMERGENCY DRILLS; EMERGENCY PROCEDURES.-
21     (a)  Formulate and prescribe policies and procedures for
22emergency drills and for actual emergencies, including, but not
23limited to, fires, natural disasters, and bomb threats, for all
24the public schools of the district which comprise grades K-12.
25District school board policies shall include commonly used alarm
26system responses for specific types of emergencies and
27verification by each school that drills have been provided as
28required by law and fire protection codes. The emergency
29response agency that is responsible for notifying the school
30district for each type of emergency must be listed in the
31district's emergency response policy.
32     (b)  The district school board shall Establish model
33emergency management and emergency preparedness procedures,
34including emergency notification procedures pursuant to
35paragraph (a), for the following life-threatening emergencies:
36     1.  Weapon-use and hostage situations.
37     2.  Hazardous materials or toxic chemical spills.
38     3.  Weather emergencies, including hurricanes, tornadoes,
39and severe storms.
40     4.  Exposure as a result of a manmade emergency.
41     Section 2.  Subsection (16) is added to section 1002.42,
42Florida Statutes, to read:
43     1002.42  Private schools.-
44     (16)  EMERGENCY PROCEDURES.-The emergency response agencies
45identified in a district school board's emergency response
46policy pursuant to s. 1006.07(4) that are responsible for
47notifying the school district of an occurrence that threatens
48student safety shall also notify private schools in the district
49that request such notification by opting into the district
50school board's emergency notification procedures.
51     Section 3.  This act shall take effect July 1, 2011.
