Voluntary Prekindergarten Education Program; Provides that prekindergarten instructors in school-year prekindergarten programs delivered by private providers & public schools must meet new professional credentialing requirements beginning July 1, 2014; deletes provisions relating to alternate educational credentials; repeals aspirational goals for professional credentials of prekindergarten instructors.
