Juvenile Commitment; Revises language concerning active control over child committed to DJJ; prohibits court from committing certain youth at restrictiveness level other than minimum-risk nonresidential; authorizes court to commit certain youth to low or moderate risk residential placement; limits transfers of certain youth.
