       Senator Bennett moved the following:
       
    1         Senate Amendment to Amendment (195750) 
    2  
    3         Delete lines 63 - 85
    4  and insert:
    5         (4) It is the intent of this act that its adoption is
    6  necessary so that local governments have the ability to can
    7  preserve and enhance present advantages; encourage the most
    8  appropriate use of land, water, and resources, consistent with
    9  the public interest; overcome present handicaps; and deal
   10  effectively with future problems that may result from the use
   11  and development of land within their jurisdictions. Through the
   12  process of comprehensive planning, it is intended that units of
   13  local government can preserve, promote, protect, and improve the
   14  public health, safety, comfort, good order, appearance,
   15  convenience, law enforcement and fire prevention, and general
   16  welfare; prevent the overcrowding of land and avoid undue
   17  concentration of population; facilitate the adequate and
   18  efficient provision of transportation, water, sewerage, schools,
   19  parks, recreational facilities, housing, and other requirements
   20  and services; and conserve, develop, utilize, and protect
   21  natural resources within their jurisdictions.
   22         (5)(4) It is the intent of this act to encourage and ensure
   23  assure cooperation between and among municipalities and counties
   24  and to encourage and ensure assure coordination of planning and
   25  development activities of units of local government with the
   26  planning activities of regional agencies and state government in
   27  accord with applicable provisions of law.
