Consumer Services Functions/DOACS; Revises various provisions relating to DOACS' consumer services functions, including distribution of motor vehicle consumer's rights pamphlet; requirements for private investigative, private security, recovery agent, firearm, & firearms instructor licenses; method of paying certain fees; criminal history records provided to licensed gun dealers, manufacturers, & exporters; licensing requirements for bodyguard services, private investigator intern licenses, security officer licenses, security officer school licenses, etc.
