A bill to be entitled
2An act relating to ratification of rules pertaining to
3Land Planning Regulations for the Florida Keys Area of
4Critical State Concern; ratifying specified rules for the
5sole and exclusive purpose of satisfying any condition on
6effectiveness pursuant to s. 120.541(3), F.S., which
7requires ratification of any rule meeting any of specified
8thresholds for likely adverse impact or increase in
9regulatory costs; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  (1)  The following rules are ratified for the
14sole and exclusive purpose of satisfying any condition on
15effectiveness imposed under s. 120.541(3), Florida Statutes:
16     (a)  Rules 28-18.100 and 28-18.400, Florida Administrative
17Code, relating to the comprehensive plan for the City of
18Marathon.
19     (b)  Rule 28-19.310, Florida Administrative Code, relating
20to the comprehensive plan for the Village of Islamorada.
21     (c)  Rule 28-20.140, Florida Administrative Code, relating
22to the comprehensive plan for Monroe County.
23     (2)  This act serves no other purpose and shall not be
24codified in the Florida Statutes. After this act becomes law,
25its enactment and effective dates shall be noted in the Florida
26Administrative Code or the Florida Administrative Weekly or
27both, as appropriate. This act does not alter rulemaking
28authority delegated by prior law, does not constitute
29legislative preemption of or exception to any provision of law
30governing adoption or enforcement of the rules cited, and is
31intended to preserve the status of any cited rule as a rule
32under chapter 120, Florida Statutes. This act does not cure any
33rulemaking defect or preempt any challenge based on a lack of
34authority or a violation of the legal requirements governing the
35adoption of any rule cited.
36     Section 2.  This act shall take effect upon becoming a law.
