Voting Conflicts; Cites this act as the "Restoring Trust in Government Act." Creates provisions pertaining to qualified blind trusts. Provides that if a covered public official holds an economic interest in a qualified blind trust, he or she does not have a conflict of interest that would otherwise be prohibited by law. Specifies the required elements necessary to establish a qualified blind trust. Prohibits a member of the Legislature from voting upon or participating in any legislation inuring to the personal gain or loss of the member or his or her relative, etc.
