Use of Cigarette Tax Proceeds; Revises payment & distribution of funds in Cigarette Tax Collection Trust Fund; provides specified purposes for use of funds that are appropriated out of trust fund; provides legislative intent; authorizes moneys transferred to Board of Directors of H. Lee Moffitt Cancer Center & Research Institute to be used to secure financing to pay costs for specified purposes at certain facilities & other properties.
