A bill to be entitled
2An act relating to wage protection for employees;
3prohibiting a county, municipality, or political
4subdivision from adopting or maintaining in effect a
5law, ordinance, or rule that creates requirements,
6regulations, or processes for the purpose of
7addressing wage theft; preempting such activities to
8the state; defining the term "wage theft"; providing
9an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  (1)  A county, municipality, or political
14subdivision of the state may not adopt or maintain in effect any
15law, ordinance, or rule that creates requirements, regulations,
16or processes for the purpose of addressing wage theft. The
17regulation of wage theft by counties, municipalities, or
18political subdivisions is expressly preempted to the state.
19     (2)  As used in this section, the term "wage theft" means
20an illegal or improper underpayment or nonpayment of an
21individual worker's wages, salaries, commissions, or other
22similar form of compensation.
23     Section 2.  This act shall take effect July 1, 2012.
