Early Learning Programs; Revises School Readiness Act & reorganizes provisions as new statutory chapter; provides OEL's & early learning coalitions' duties for administering school readiness program; revises minimum number of children served per coalition; establishes scorecard to measure coalition performance; establishes eligibility criteria & priorities by which children are enrolled in program; provides standards & eligibility criteria for school readiness providers; requires providers to execute statewide provider agreement & use curriculum approved by OEL; requires coalitions to monitor providers using standardized tool; provides for allocation of school readiness funds as specified in GAA; limits expenditures for certain activities & services; provides for payment of providers according to payment rates & sliding fee scales as provided in GAA; provides for investigations of fraud or overpayment in school readiness program; provides for repayment of identified overpayments; requires statewide provider agreement for VPK program; revises enrollment calculations & attendance reporting requirements for VPK program; requires Auditor General to audit coalitions; revises calculation of prevailing market rate schedule; deletes provisions for Child Care Executive Partnership; revises purpose & frequency of meetings of Florida Early Learning Advisory Council; repeals provisions for school readiness transportation services, Early Head Start collaboration grants, dependent care for families with children with special needs, transitional child care, & legislative intent related to professional credentials of prekindergarten instructors.
