Legislative Immunity; Provides legislative findings relating to legislative privileges & immunities; provides that legislators & former legislators have absolute privilege in certain actions or proceedings against compelled testimony or compelled production of documents or records connected with any action taken or function performed in legislative capacity; provides absolute privilege for legislative staff member or former legislative staff member under certain circumstances; provides for waiver of privilege; provides that privilege for legislator or former legislator who is deceased remains in perpetuity; provides construction.
Effective Date: upon becoming a law
