       The Committee on Judiciary (Flores) recommended the following:
       
    1         Senate Amendment to Substitute Amendment (276912) 
    2  
    3         Delete lines 255 - 261
    4  and insert:
    5         retroactive to the date of the filing of the petition for
    6  modification or termination.
    7         (12) The fact that an obligor has reached the normal
    8  retirement age for his or her profession, has retired, and has
    9  no intent to return to work shall be considered a substantial
   10  change in circumstance as a matter of law. In determining
   11  whether the obligor’s retirement is reasonable, the court shall
   12  consider the following factors of the obligor:
