Newborn Screening for Critical Congenital Heart Disease; Requiring the Department of Health to adopt and enforce rules that require ambulatory surgical centers, hospitals, and birth centers in this state to conduct screening for critical congenital heart defects in all newborns by using certain technologies, etc.
