    1                        A bill to be entitled                      
    2         An act relating to resident status for tuition
    3         purposes; amending s. 1009.21, F.S.; classifying
    4         certain dependent children as residents for tuition
    5         purposes; requiring the State Board of Education to
    6         adopt rules and the Board of Governors of the State
    7         University System to adopt regulations; providing an
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Paragraph (l) is added to subsection (10) of
   13  section 1009.21, Florida Statutes, and subsection (13) of that
   14  section is amended, to read:
   15         1009.21 Determination of resident status for tuition
   16  purposes.—Students shall be classified as residents or
   17  nonresidents for the purpose of assessing tuition in
   18  postsecondary educational programs offered by charter technical
   19  career centers or career centers operated by school districts,
   20  in Florida College System institutions, and in state
   21  universities.
   22         (10) The following persons shall be classified as residents
   23  for tuition purposes:
   24         (l) A dependent child who is a United States citizen or a
   25  lawful permanent resident whose parent is not a United States
   26  citizen, a lawful permanent resident, or a qualified legal alien
   27  and who attends a Florida high school for 4 consecutive years
   28  and submits his or her high school transcript to and enrolls in
   29  an institution of higher education within 12 months after
   30  graduating from a Florida high school.
   31         (13) The State Board of Education shall adopt rules and the
   32  Board of Governors shall adopt regulations rules to implement
   33  this section.
   34         Section 2. This act shall take effect upon becoming a law.
