Employers and Employees; Creates civil cause of action for wage theft; provides jurisdiction; provides procedure for filing of civil action for wage theft; provides jurisdiction; provides limitation on filing fee; requires claimant to notify employer of employee's intention to initiate civil action; provides employer specific time to resolve action; provides statute of limitations; requires claimant to prove wage theft by preponderance of evidence; provides limitation for compensatory damages; prohibits certain damages; authorizes county, municipality, or political subdivision to establish process by which claim may be filed; prohibits local government from adopting or maintaining in effect certain laws, ordinances, and rules for purpose of addressing unpaid wage claims; prohibits preemption of certain local ordinances governing wage theft; provides that any regulation, ordinance, or other provision for recovery of unpaid wages is prohibited & preempted to state.
