Transitional Living Facilities; Requiring the licensure of transitional living facilities; providing requirements for transitional living facilities relating to client admission, transfer, and discharge; requiring a comprehensive treatment plan to be developed for each client; providing requirements for the screening of potential employees and monitoring of employees for the protection of clients; providing requirements and limitations for the use of physical restraints, seclusion, and chemical restraint medication on clients, etc.
