Senator Soto moved the following:
1 Senate Amendment (with title amendment)

3 Delete lines 125 - 141
4 and insert:
5 (7) If there is a question during any proceeding in a
6 court, arbitration, tribunal, or administrative agency of
7 whether a foreign law is the same as a law of this state, the
8 claimant shall provide an expert witness knowledgeable of the
9 foreign law, legal code, or system for examination by the
10 presiding officer of the court, arbitration, tribunal, or
11 administrative agency proceeding.
12 (8) This section may not be construed to:
13 (a) Require or authorize any court to adjudicate, or
14 prohibit any religious organization from adjudicating,
15 ecclesiastical matters, including, but not limited to, the
16 election, appointment, calling, discipline, dismissal, removal,
17 or excommunication of a member, officer, official, priest, nun,
18 monk, pastor, rabbi, imam, or member of the clergy of the
19 religious organization, or determination or interpretation of
20 the doctrine of the religious organization, if such adjudication
21 or prohibition would violate s. 3, Art. I of the State
22 Constitution, or the First Amendment to the United States
23 Constitution; or
24 (b) Conflict with any federal treaty or other international
25 agreement to which the United States is a party to the extent
26 that such federal treaty or international agreement preempts or
27 is superior to state law on the matter at issue.
