       The Committee on Appropriations (Ring) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 86 - 88
    4  and insert:
    5         (4) This section does not limit the authority of a
    6  political subdivision to:
    7         (a) Establish family or medical leave benefits for the
    8  employees of the political subdivision.
    9         (b) Require that employers contracting or subcontracting to
   10  provide goods or services to the political subdivision or
   11  receiving tax abatements or subsidies from the political
   12  subdivision provide family or medical leave benefits for their
   13  employees.
   14         (c) Give preference in the award of contracts, tax
   15  abatements, or subsidies from the political subdivision to
   16  employers that provide family or medical leave benefits for
   17  their employees.
