Technological Research and Development Authority; Deleting provisions for distribution by the Department of Highway Safety and Motor Vehicles to the Technological Research and Development Authority of Challenger/Columbia license plate user fees; deleting provisions for distribution by the Fish and Wildlife Conservation Commission to the authority of saltwater license and permit fees; amending provisions relating to giving gifts to certain officers or candidates for office and to procurement employees; deleting reference to the authority, etc.

Effective Date: Except as otherwise expressly provided in this act, this act shall take effect June 28, 2013
