Tobacco and Nicotine Product Regulation; Preempts regulation of sale of tobacco products, nicotine products, and nicotine dispensing devices to state; prohibits selling, delivering, bartering, furnishing, or giving of nicotine products or nicotine dispensing devices to persons under 18 years of age; prohibits gift of sample nicotine products or nicotine dispensing devices to persons under 18 years of age; provides affirmative defenses for person charged with certain violations; prohibits person under 18 years of age from possessing, purchasing, or misrepresenting his or her age or military service to purchase nicotine products or nicotine dispensing devices; provides for use of civil fines; requires certain signage at retail locations; prohibits sale or delivery of nicotine products or nicotine dispensing devices except when such products are under direct control or line of sight of retailer; prohibits sales from vending machine unless it is equipped with certain devices.
