    5         Section 12. Paragraph (c) of subsection (2) of section
    6  1010.20, Florida Statutes, is amended to read:
    7         1010.20 Cost accounting and reporting for school
    8  districts.—
    9         (2) COST REPORTING.—
   10         (c) The Commissioner of Education shall present to the
   11  Legislature, prior to the opening of the regular session each
   12  year, a district-by-district report of the expenditures reported
   13  pursuant to paragraphs (a) and (b). The report shall include
   14  total expenditures, a detailed analysis showing expenditures for
   15  each program, and such other data as may be useful for
   16  management of the education system. The Commissioner of
   17  Education shall also compute cost factors relative to the base
   18  student allocation for each funded program in s. 1011.62(1)(c).
   19  For the 2015-2016 school year, the Commissioner of Education
   20  shall include in the cost reporting a fiscal impact report at
   21  the school district-level and for the 2016-2017 school year and
   22  annually thereafter, at the school district- and public school
   23  level, the use resources to maximize student achievement. The
   24  fiscal impact report must contain the following information:
   25         1. The use of aggregated student achievement and financial
   26  data pursuant to applicable law.
   27         2. An evaluation of existing accountability measures,
   28  including the annual school accountability report required
   29  pursuant to ss. 1001.42(18) and 1008.345 and financial data.
   30         3. An evaluation that considers the student and program
   31  cost factors by taking into account for public school districts
   32  and schools that operate in similar geography and cost
   33  environments, are of similar size, and serve similar students.
   34         4. The ranking of results of the evaluation under this
   35  section to identify the performance of school districts and
   36  schools.

   38  Beginning 2016-2017 school year and each year thereafter, the
   39  fiscal impact report must contain the information specified
   40  under this paragraph for school districts, public schools, and
   41  charter schools.
