GENERAL BILL by Hood

Workers' Compensation; Clarifies factors considered in determining major contributing cause; authorizes collection & testing of blood & urine samples upon request; provides immunity; provides for payment of medical bills regardless of test results; provides for post-accident drug testing; authorizes use of drug test results by employers that comply with material provisions of drug-free workplace requirements; revises time within which carriers must authorize an alternative physician; revises requirements related to treatment reassessment when controlled substances are proscribed; provides that certain benefits shall not be awarded when an employee is capable of performing light-duty work; provides that all preexisting conditions & injuries are subject to apportionment; authorizes advance payment of compensation only for compensable injuries; provides methodology for repayment of advances made by self-insured employers.
