    5         (12) In order to address disputed billing methodologies
    6  used between the 2008-2009 fiscal year and the 2012-2013 fiscal
    7  year, the state shall distribute to the following counties the
    8  specified annual payments on July 1 each fiscal year beginning
    9  on July 1, 2014, through July 1, 2024. This subsection expires
   10  June 30, 2025.
