       Domestic Security (Bullard) recommended the following:
       
       
       
    1         Senate Amendment (with title amendment)

    4         Delete everything after the enacting clause
    5  and insert:
    6         Section 1. Section 125.028, Florida Statutes, is created to
    7  read:
    8         125.028Military, law enforcement, and firefighter county
    9  park fee discounts.—
   10         (1) A county park or recreation department shall provide a
   11  partial or a full discount on park entrance fees to the
   12  following individuals who present written documentation
   13  satisfactory to the county department which evidences
   14  eligibility for the discount:
   15         (a) A current member of the United States Armed Forces or
   16  its reserve components, or the National Guard.
   17         (b) An honorably discharged veteran of the United States
   18  Armed Forces or its reserve components, or the National Guard.
   19         (c) An honorably discharged veteran of the United States
   20  Armed Forces or its reserve components, or the National Guard,
   21  who has a service-connected disability as determined by the
   22  United States Department of Veterans Affairs.
   23         (d) A surviving spouse or parent of a deceased member of
   24  the United States Armed Forces or its reserve components, or the
   25  National Guard, who died in the line of duty under combat
   26  related conditions.
   27         (e) A surviving spouse or parent of a law enforcement
   28  officer, as defined in s. 943.10(1), or a firefighter, as
   29  defined in s. 633.102, who died in the line of duty.
   30         (2) As used in this section, the term “park entrance fee”
   31  means a fee charged to access lands managed by a county park or
   32  recreation department. The term does not include expanded
   33  amenity fees for amenities such as, campgrounds, aquatic
   34  facilities, stadiums or arenas, facility rentals, special
   35  events, boat launching, golf, zoos, museums, gardens, or
   36  programs taking place within public lands.
   37         Section 2. Section 166.0447, Florida Statutes, is created
   38  to read:
   39         166.0447 Military, law enforcement, and firefighter
   40  municipal park fee discounts.—
   41         (1) A municipal park or recreation department shall provide
   42  a partial or a full discount on park entrance fees to the
   43  following individuals who present written documentation
   44  satisfactory to the municipal department which evidences
   45  eligibility for the discount:
   46         (a) A current member of the United States Armed Forces or
   47  its reserve components, or the National Guard.
   48         (b) An honorably discharged veteran of the United States
   49  Armed Forces or its reserve components, or the National Guard.
   50         (c) An honorably discharged veteran of the United States
   51  Armed Forces or its reserve components, or the National Guard,

   75         An act relating to county and municipal parks;
   76         creating ss. 125.028 and 166.0447, F.S.; requiring
   77         counties and municipalities to provide partial or full
   78         discounts on park entrance fees to military members,
   79         veterans, and the spouses and parents of certain
   80         deceased military members, law enforcement officers,
   81         and firefighters; requiring that individuals seeking
   82         the discount present written documentation
   83         satisfactory to the county or municipality which
   84         evidences eligibility; defining the term “park
   85         entrance fee” and providing certain exclusions;
   86         providing an effective date.
