       Senator Brandes moved the following:
       
    1         Senate Amendment (with title amendment)

    4  insert:
    5         Section 11. Subsection (1) of section 316.605, Florida
    6  Statutes, is amended to read:
    7         316.605 Licensing of vehicles.—
    8         (1) Every vehicle, at all times while driven, stopped, or
    9  parked upon any highways, roads, or streets of this state, shall
   10  be licensed in the name of the owner thereof in accordance with
   11  the laws of this state unless such vehicle is not required by
   12  the laws of this state to be licensed in this state and shall,
   13  except as otherwise provided in s. 320.0706 for front-end
   14  registration license plates on truck tractors and s. 320.086(5)
   15  which exempts display of license plates on described former
   16  military vehicles, display the license plate or both of the
   17  license plates assigned to it by the state, one on the rear and,
   18  if two, the other on the front of the vehicle, each to be
   19  securely fastened to the vehicle outside the main body of the
   20  vehicle not higher than 60 inches and not lower than 12 inches
   21  from the ground and no more than 24 inches to the left or right
   22  of the centerline of the vehicle, and in such manner as to
   23  prevent the plates from swinging, and all letters, numerals,
   24  printing, writing, and other identification marks upon the
   25  plates regarding the word “Florida,” the registration decal, and
   26  the alphanumeric designation shall be clear and distinct and
   27  free from defacement, mutilation, grease, and other obscuring
   28  matter, so that they will be plainly visible and legible at all
   29  times 100 feet from the rear or front. Except as provided in s.
   30  316.2085(3), vehicle license plates shall be affixed and
   31  displayed in such a manner that the letters and numerals shall
   32  be read from left to right parallel to the ground. No vehicle
   33  license plate may be displayed in an inverted or reversed
   34  position or in such a manner that the letters and numbers and
   35  their proper sequence are not readily identifiable. Nothing
   36  shall be placed upon the face of a Florida plate except as
   37  permitted by law or by rule or regulation of a governmental
   38  agency. No license plates other than those furnished by the
   39  state shall be used. However, if the vehicle is not required to
   40  be licensed in this state, the license plates on such vehicle
   41  issued by another state, by a territory, possession, or district
   42  of the United States, or by a foreign country, substantially
   43  complying with the provisions hereof, shall be considered as
   44  complying with this chapter. A violation of this subsection is a
   45  noncriminal traffic infraction, punishable as a nonmoving
   46  violation as provided in chapter 318.
