    1                        A bill to be entitled                      
    2         An act relating to postsecondary student fees;
    3         amending s. 1009.21, F.S.; classifying as a resident
    4         for tuition purposes a dual enrollment student who
    5         subsequently enrolls at the institution of higher
    6         education that offered the dual enrollment course;
    7         providing for rules and regulations; providing an
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Paragraph (l) is added to subsection (10) of
   13  section 1009.21, Florida Statutes, and subsection (13) of that
   14  section is amended, to read:
   15         1009.21 Determination of resident status for tuition
   16  purposes.—Students shall be classified as residents or
   17  nonresidents for the purpose of assessing tuition in
   18  postsecondary educational programs offered by charter technical
   19  career centers or career centers operated by school districts,
   20  in Florida College System institutions, and in state
   21  universities.
   22         (10) The following persons shall be classified as residents
   23  for tuition purposes:
   24         (l) A student who completes a dual enrollment course
   25  pursuant to s. 1007.271, graduates from a Florida high school,
   26  and enrolls at the institution of higher education that offered
   27  the dual enrollment course that is creditable toward a degree
   28  offered at the institution.
   29         (13) The State Board of Education shall adopt rules and the
   30  Board of Governors shall adopt regulations rules to implement
   31  this section.
   32         Section 2. This act shall take effect July 1, 2014.
