Property and Casualty Insurance; Authorizing flexible flood insurance; deleting a provision that prohibits supplemental flood insurance from including excess coverage over any other insurance covering the peril of flood; authorizing domestic reciprocal insurers to return a portion of unassigned funds to their subscribers; providing limitations, etc.
