Emergency Preparedness and Response; Providing a sales and use tax exemption for certain tangible personal property related to disaster preparedness during a specified period; authorizing the Department of Revenue to adopt rules to implement the exemption; providing an expiration date; requiring the Division of Emergency Management to create a statewide system to facilitate transport and distribution of essentials in an emergency throughout the state, etc. APPROPRIATION: $212,754
