       recommended the following:
       
    1         Senate Amendment (with directory and title amendments)

    3         Between lines 2414 and 2415
    4  insert:
    5         (15) DUE DILIGENCE OF PURCHASERS.—
    6         (b) A wholesale distributor must take reasonable measures
    7  to identify its customers, understand the normal and expected
    8  transactions conducted by those customers, and identify those
    9  transactions that are suspicious in nature. A wholesale
   10  distributor must establish internal policies and procedures for
   11  identifying suspicious orders and preventing suspicious
   12  transactions. A wholesale distributor must assess orders for
   13  more greater than 7,500 5,000 unit doses of any one controlled
   14  substance in any one month to determine whether the purchase is
   15  reasonable. In making such assessments, a wholesale distributor
   16  may consider the purchasing entity’s clinical business needs,
   17  location, and population served, in addition to other factors
   18  established in the distributor’s policies and procedures. A
   19  wholesale distributor must report to the department any
   20  regulated transaction involving an extraordinary quantity of a
   21  listed chemical, an uncommon method of payment or delivery, or
   22  any other circumstance that the regulated person believes may
   23  indicate that the listed chemical will be used in violation of
   24  the law. The wholesale distributor shall maintain records that
   25  document the report submitted to the department in compliance
   26  with this paragraph.

   34  Florida Statutes, are amended to read:
