       The Committee on Appropriations (Grimsley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 655
    4  and insert:
    5  thereunder. The department shall adopt rules specifying the
    6  quantities of prescription drugs which are considered to be
    7  minimal quantities. However, until such rules are adopted,
    8  minimal quantities distributed may not exceed 3 percent of the
    9  retail pharmacy’s total annual purchases of prescription drugs.
