    1                        A bill to be entitled                      
    2         An act relating to Florida veterans; amending s.
    3         265.003, F.S.; defining the term “veteran” and
    4         “military veteran” for purposes of determining persons
    5         the Florida Veterans’ Hall of Fame Council may
    6         consider as nominees for the Florida Veterans’ Hall of
    7         Fame; amending ss. 320.02, 322.08, and 328.72, F.S.;
    8         providing for voluntary contributions of a minimum
    9         specified amount per applicant for certain motor
   10         vehicle registrations, driver licenses or
   11         identification cards, and boat registrations to the
   12         Florida Veterans Foundation; conforming a cross
   13         reference; providing an effective date.

   15  Be It Enacted by the Legislature of the State of Florida:
   16  
   17         Section 1. Subsection (4) of section 265.003, Florida
   18  Statutes, is amended to read:
   19         265.003 Florida Veterans’ Hall of Fame.—
   20         (4)(a) The Florida Veterans’ Hall of Fame Council shall
   21  annually accept nominations of persons to be considered for
   22  induction into the Florida Veterans’ Hall of Fame and shall
   23  transmit a list of up to 20 nominees to the Department of
   24  Veterans’ Affairs for submission to the Governor and the Cabinet
   25  who will select the nominees to be inducted.
   26         (b) In selecting its nominees for submission to the
   27  Governor and the Cabinet, the Florida Veterans’ Hall of Fame
   28  council shall give preference to veterans who were born in
   29  Florida or adopted Florida as their home state or base of
   30  operation and who have made a significant contribution to the
   31  state in civic, business, public service, or other pursuits.
   32         (c) For purposes of this section, the term “veteran” or
   33  “military veteran” means a person who meets the definition of
   34  the term in s. 1.01(14) or a former member of the Florida
   35  National Guard.
   36         Section 2. Paragraph (v) is added to subsection (15) of
   37  section 320.02, Florida Statutes, to read:
   38         320.02 Registration required; application for registration;
   39  forms.—
   40         (15)
   41         (v) Notwithstanding s. 320.023, the application form for
   42  motor vehicle registration and renewal of registration must
   43  include language authorizing a voluntary contribution of $1 or
   44  more per applicant, which shall be distributed by the department
   45  to the Florida Veterans Foundation. The application fee required
   46  under s. 320.023 for an organization that seeks authorization to
   47  establish a voluntary contribution does not apply to this
   48  paragraph.

   50  For the purpose of applying the service charge provided in s.
   51  215.20, contributions received under this subsection are not
   52  income of a revenue nature.
   53         Section 3. Subsection (8) of section 322.08, Florida
   54  Statutes, is amended to read:
   55         322.08 Application for license; requirements for license
   56  and identification card forms.—
   57         (8) The application form for an original, renewal, or
   58  replacement driver license or identification card must include
   59  language permitting the following:
   60         (a) A voluntary contribution of $1 per applicant, which
   61  contribution shall be deposited into the Health Care Trust Fund
   62  for organ and tissue donor education and for maintaining the
   63  organ and tissue donor registry.
   64         (b) A voluntary contribution of $1 per applicant, which
   65  shall be distributed to the Florida Council of the Blind.
   66         (c) A voluntary contribution of $2 per applicant, which
   67  shall be distributed to the Hearing Research Institute,
   68  Incorporated.
   69         (d) A voluntary contribution of $1 per applicant, which
   70  shall be distributed to the Juvenile Diabetes Foundation
   71  International.
   72         (e) A voluntary contribution of $1 per applicant, which
   73  shall be distributed to the Children’s Hearing Help Fund.
   74         (f) A voluntary contribution of $1 per applicant, which
   75  shall be distributed to Family First, a nonprofit organization.
   76         (g) A voluntary contribution of $1 per applicant to Stop
   77  Heart Disease, which shall be distributed to the Florida Heart
   78  Research Institute, a nonprofit organization.
   79         (h) A voluntary contribution of $1 per applicant to Senior
   80  Vision Services, which shall be distributed to the Florida
   81  Association of Agencies Serving the Blind, Inc., a not-for
   82  profit organization.
   83         (i) A voluntary contribution of $1 per applicant for
   84  services for persons with developmental disabilities, which
   85  shall be distributed to The Arc of Florida.
   86         (j) A voluntary contribution of $1 to the Ronald McDonald
   87  House, which shall be distributed each month to Ronald McDonald
   88  House Charities of Tampa Bay, Inc.
   89         (k) Notwithstanding s. 322.081, a voluntary contribution of
   90  $1 per applicant, which shall be distributed to the League
   91  Against Cancer/La Liga Contra el Cancer, a not-for-profit
   92  organization.
   93         (l) A voluntary contribution of $1 per applicant to Prevent
   94  Child Sexual Abuse, which shall be distributed to Lauren’s Kids,
   95  Inc., a nonprofit organization.
   96         (m) A voluntary contribution of $1 per applicant, which
   97  shall be distributed to Prevent Blindness Florida, a not-for
   98  profit organization, to prevent blindness and preserve the sight
   99  of the residents of this state.
  100         (n) Notwithstanding s. 322.081, a voluntary contribution of
  101  $1 per applicant to the state homes for veterans, to be
  102  distributed on a quarterly basis by the department to the State
  103  Homes for Veterans Trust Fund, which is administered by the
  104  Department of Veterans’ Affairs.
  105         (o) A voluntary contribution of $1 per applicant to the
  106  Disabled American Veterans, Department of Florida, which shall
  107  be distributed quarterly to Disabled American Veterans,
  108  Department of Florida, a nonprofit organization.
  109         (p) A voluntary contribution of $1 per applicant for Autism
  110  Services and Supports, which shall be distributed to Achievement
  111  and Rehabilitation Centers, Inc., Autism Services Fund.
  112         (q) A voluntary contribution of $1 per applicant to Support
  113  Our Troops, which shall be distributed to Support Our Troops,
  114  Inc., a Florida not-for-profit organization.
  115         (r) A voluntary contribution of $1 or more per applicant,
  116  which shall be distributed to the Auto Club Group Traffic Safety
  117  Foundation, Inc., a not-for-profit organization.
  118         (s) Notwithstanding s. 322.081, a voluntary contribution of
  119  $1 per applicant to aid the homeless. Contributions made
  120  pursuant to this paragraph shall be deposited into the Grants
  121  and Donations Trust Fund of the Department of Children and
  122  Families and used by the State Office on Homelessness to
  123  supplement grants made under s. 420.622(4) and (5), provide
  124  information to the public about homelessness in the state, and
  125  provide literature for homeless persons seeking assistance.
  126         (t) A voluntary contribution of $1 or more per applicant to
  127  End Breast Cancer, which shall be distributed to the Florida
  128  Breast Cancer Foundation.
  129         (u)Notwithstanding s. 322.081, a voluntary contribution of
  130  $1 or more per applicant, which shall be distributed to the
  131  Florida Veterans Foundation. The application fee required under
  132  s. 322.081 for an organization that seeks authorization to
  133  establish a voluntary contribution does not apply to this
  134  paragraph.

  136  A statement providing an explanation of the purpose of the trust
  137  funds shall also be included. For the purpose of applying the
  138  service charge provided under s. 215.20, contributions received
  139  under paragraphs (b)-(u) (b)-(t) are not income of a revenue
  140  nature.
  141         Section 4. Subsection (11) of section 328.72, Florida
  142  Statutes, is amended to read:
  143         328.72 Classification; registration; fees and charges;
  144  surcharge; disposition of fees; fines; marine turtle stickers.—
  145         (11) VOLUNTARY CONTRIBUTIONS.—
  146         (a) The application form for boat registration shall
  147  include a provision to allow each applicant to indicate a desire
  148  to pay an additional voluntary contribution to the Save the
  149  Manatee Trust Fund to be used for the purposes specified in s.
  150  379.2431(4). This contribution shall be in addition to all other
  151  fees and charges. The amount of the request for a voluntary
  152  contribution solicited shall be $2 or $5 per registrant. A
  153  registrant who provides a voluntary contribution of $5 or more
  154  shall be given a sticker or emblem by the tax collector to
  155  display, which signifies support for the Save the Manatee Trust
  156  Fund. All voluntary contributions shall be deposited in the Save
  157  the Manatee Trust Fund and shall be used for the purposes
  158  specified in s. 379.2431(4).
  159         (b) The form shall also include language permitting a
  160  voluntary contribution of $5 per applicant, which contribution
  161  shall be transferred into the Election Campaign Financing Trust
  162  Fund. A statement providing an explanation of the purpose of the
  163  trust fund shall also be included.
  164         (c) The form shall also include language permitting a
  165  voluntary contribution of $1 or more per applicant, which
  166  contribution shall be transferred to the Florida Veterans
  167  Foundation.
  168         Section 5. This act shall take effect July 1, 2016.
