Industrial Hemp Programs; Authorizes UF/IFIS & FAMU to engage in certain research related to industrial hemp under certain conditions; creates industrial hemp program upon approval by respective university's board of trustees; provides purpose of program; requires university to establish Office of Hemp Research Compliance to manage program & enforce rules regulating program; requires university to adopt certain rules; requires report to Governor & Legislature.
