Water and Wastewater; Requires Division of Bond Finance to review certain private activity bonds; exempts sales & leases to certain water utilities from sales tax; exempts from regulation person who resells water to certain entities; requires utility reserve fund & provides uses; revises provisions addressing rate case expenses; authorizes PSC to review water quality & wastewater service; requires counties to ensure service is not interrupted when water & wastewater systems are abandoned; expands entities to whom Water Pollution Control Financing Corporation may provide loans.
