       The Committee on Appropriations (Simmons) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 903
    4  and insert:
    5  districts may adopt rules to implement this subsection. In lieu
    6  of the requirements of this subsection, a water management
    7  district may enforce rules that govern water usage monitoring in
    8  effect on July 1, 2016, or may adopt rules that are more
    9  stringent than this subsection.

   14  and insert:
